Apparently not much of a relationship. Pilate was Governor of Judea. Herod Antipas was district ruler of neighboring Galilee. (There were many other in the line of Herod's." Actually Pilate and Herod had been enemies, possibly because of certain accusations that Herod had leveled against Pilate. But on the last day of Jesus' earthly life, when Jesus was brought before Pilate; Pilate had heard that Jesus was a Galilean. Herod was visiting in Jerusalem at the time; so Pilate sent Jesus to Herod Antipas, for Pilate had experienced trouble with the Galileans. This move on Pilate's part pleased Herod and they became friends. Acts 4:27 connects the two rulers as colluding against Jesus.
In my opinion, i don't think Pilate is affiliated with evil. When the people of Jerusalem brought Jesus to him, he feared their anger should he release Jesus. He was neutral, saying that the crowd choose between freeing Jesus or the criminal Barabbas, as on that day, it was custom to release a prisoner. The crowd instantly selected Barabbas, and Pilate cleaned himself in holy water so that he may not be punished for the death of a man that was not made from his choice

No, Pontius Pilate was the Roman Procurator of Judea. (Like a governor). It was his job to keep the peace between Rome and Judea. Pilate was the authority in Judea, even over the High Priests except in religious matters. When Jesus was brought to the Jewish leaders He was taken first to Annas. Annas had been the High Priest from A.D. 6 to A.D. 15. Then Jesus was taken to Caiaphas the current High Priest and son-in-law to Annas.
Pilate and Herrod were two separate people, not one person. Pontis Pilate was the Roman Govener of the area whereas King Herrod was king of Judea at the time ofJesus Christ in the first century AD.
