Both are required in order to define a unique location.

With only latitude, the location is known to be somewhere on a single line that encircles the earth.

With only longitude, the location is known to be somewhere on a single line between the north

and south poles.

A set of accurate and precise numbers for both latitude and longitude defines a single point

on the earth's surface, within a fraction of an inch.

Latitude and longitude don't DETERMINE positions; it is simply a way of DESCRIBING the position. By using latitude and longitude numbers, we can describe with precision the location of any spot on the globe.
