The three factors determine the chemical properties of an element:
The electrons - specifically, the valence electrons (those in the outermost energy level).
All the atomic particles contribute to the properties of the elements.
Still, the relative effect is in the following decreasing order:-
Electrons > Protons > Neutrons

Assuming that you mean the chemical properties, the electrons are what define each element. If you meant subatomic particles, then it doesn't matter; each subatomic particle has unique characteristics.

The number of protons in the nucleus. This determines the chemical properties of the atom and which chemical element it is.
