just go and talk to her after every mission or so as often as you can. help her with her sister and always pick the option that compliments her. then she will "come see you the next time things are quiet".
If you pursued and completed a romance with her in Mass Effect 2 there will be some conclusion. Yvonne Strahovski has been cast for Mass Effect 3 but not as squadmate. Miranda's role will probably be larger than Ash's Mass effect cameo appearence. Project director Casey Hudson said in an interview that he hopes she's okay. Miranda and Shepherd will have a romantic conclusion based on everything the Mass Effect team at Bioware has realeased. But you will not be able to start a romance with her in Mass effect 3. If you want to romance her do it Mass Effect. There will be a love triangle situation between Shepherd, Miranda, and Ashley or Liara.
To have a romance with Miranda (or Jack) you must always be nice to her. Always agree with her, and you must must must do her loyalty mission. Take lots of opportunities to talk to her, usually on the Normandy. At a certain point in the game, you'll find her and Jack fighting in Miranda's room. This will lead to you having to make a choice on who is right: Miranda or Jack. If you choose one of them, then your relationship with her will greatly raise. The other will get mad, and if you want them to forgive you, you must later talk to them and use either a renegade of paragon dialogue/influence line. Alternatively, during the fight you can use a renegade/paragon line to get them both to stop and prevent any hurt feelings.

No you cannot. If you're a girl character, your options are Kaiden or Liara. You can romance Garrus in the second one, though!
