In his annual Message to Congress in December 1864, Lincoln had proposed a reconstruction plan, according to which, if in a former Confederate State the 10% of the voters of 1860 had sworn allegiance to the Union, giving up to fight against it, giving rise to a local Government that would carry into these resolutions, together with the gradual emancipation of the slaves, this Government would have been considered legitimate representative of that State, which would have been immediately restored in its previous rights within the Union.
This plan was re-proposed by Lincoln during his last public speech, released in the evening of Apr. 11, 1865, two days after Lee's surrender at Appomattox.
