Bakeries stayed in business because they still made bread, muffins and other edibles. They were limited on making cakes or other treats. In Britain they still made cookies they had to limit the amount they made. Trust me the Brits are not going without their biscuits (cookies) with their tea. If they bought these treats it was taken off their ration card. Some bakeries had to serve the ersatz coffee but they still had real tea, juice and milk.
