He defeated his rival emperor Licinius and reunited the empire, split into four by Diocltian, under his sole rule.

To add to his imperial control he looked to having a religious arm to add to his temporal control. Although a Mithraist himself, he could not use that as it had no system of control and instead enlisted the Christian bishops who did exercise control of their sees throughout the empire, making them a second arm of government.
