Ezekiel was a priest in the temple at Jerusalem towards the end of the monarchy in Judah, and was then deported to Babylon in 597 BCE, and wrote his book there. The role of prophets in ancient Jewish society was to pass on messages from God, usually received as visions or dreams. The Book of Ezekiel is notable for the careful way in which the author regularly tells us the exact date on which he receives his visions. Either Ezekiel was attempting to assure his sceptical readers that he really did experience these visions before the related prophecies came to pass, or he kept a series of journal notes, dating each one as written, for future reference.
At times, Ezekiel appears to blur the distinction between Israel (the northern kingdom) and Judah, whereas his slightly older contemporary Jeremiah stringently observed the distinctions between the separate nations of Israel and Judah, especially in the early chapters which otherwise bear comparison with aspects of Ezekiel's historical allegories. Ezekiel several times prophesied the imminent return of all the Israelites scattered by the Assyrian conquest in 722 BCE, but this never happened and, after intermarriage and assimilation, can never happen. Too many of Ezekiel's prophecies were never fulfilled, or only partially so, for them to have been of divine origin, but his emphasis was on the return of both Israelites and Jews, who would be reunited under Jewish leadership.

Ezekiel is an end-time prophet. Here's why: Ezekiel was in captivity 5 years before God began revealing these prophecies to him. In other words he was a slave yet God made a dramatic approach to Ezekiel in a vision. God came in His spiritual 'vehicle' to the river Chebar in Babylon and began instructing/showing Ezekiel things yet to come. A mere slave and not a mighty, rich person as God works with the lowliest of the Earth (1 Corinthians 1-26-29).

Here is what God told him, "And he said unto me, Son of man (used 87 times in this book for emphasis), I send thee to the children of Israel, to a rebellious nation (plural in Hebrew to nations) that have rebelled against me: they and their fathers have transgressed against me, even unto this day. For they are impudent children and stiffhearted. I do send thee unto them; and thou shalt say unto them, 'Thus says the Lord God.' And they, whether they will hear, or whether they will refuse, yet shall know that there hath been a prophet among them." (Ezekiel 2:3-5)

An imprisoned slave in Babylon 604-586 BC could not go to the diaspora from the Assyrian conquest of 721-718 BC. So this written book is for the modern nations of the lost 10 tribes. This entire book is a message from God to his children who forgot Him, of times they must face in the future. Nowhere in this book do we see Ezekiel' journey to the House of Israel or recording and passing this message to them. He merely received and wrote it down for its fulfillment in the end times. Reading the book and particularly chapters 33 through 39 will show this more fully.
