why does a state need its own government
There are about 617 laws that are practiced by orthodox Jews. Most have to do with behavior between each other and/or groups of people. They are reasonable and are not difficult to observe if you believe in, DO UNTO OTHERS AS YOU WANT OTHERS WOULD DO TO UNTO YOU. There are laws regarding certain dietary requirements but this is no different than many other religion's. Laws regarding burial and praying. Laws regarding marriage and divorce, treatment of others, etc. Generally, all laws are based on the premise, "Do not tell me what you believe. Tell me what you did." It is based on your actions not what you tell me you believe as your actions reveal more than any words you utter. It is all about goodness to others and obeying the commandments. It can be summed up with.... DEEDS NOT CREED. ________ Correction: There are 613 mitzvot in the Torah. Mitzvot are most commonly translated as commandments but a more accurate translation is 'guidelines'. Outside of the written Torah, there is 'halacha' which are laws and these are essentially no different than any country's legal system. As for the "do unto others" quote from above, the original Jewish phrase is: "that which is distasteful to you, do not do to others".
Laws and conventions of society tell us that such people are in those institutions to keep them from harming themselves or others.

That is something for the individual to decide for themselves. If other people tell them what to do or encourage them to break the law, then they are conspiring with others to break the law, and that is a crime.
