Fulton wrote to Jefferson and sent copies of his pamphlet on torpedoes to Madison and congress in January 1810. On Feb. 14, 1810 he was invited by the House of Representatives to tell them about torpedoes. He gave his lecture at Longs Hotel on February 17, 1810. A bill authorized the secretary of the navy to spend 5,000 on experimental use of torpedoes to defend American ports. It was sent to Madison and he approved it on March 30, 1810. In 1813 he contacted Jefferson and sent drawings of his firing cannon under water. The Library of congress has Jefferson's letters to Fulton, so he did respond to him. His submarine projects were unsuccessful, but on his death in 1815 the family made claims on the government for services rendered. Other than these references the information on what the two presidents thought of Fulton I haven't been able to find.

First of all the Non - Intercourse Act was under Thomas Jefferson not James Madison, and the act lifted all American embargo's except for those going to England or France.Well it was under Jefferson but I think you should do some homework as well because Madison reapplied them to Great Britain.
