See Jeremiah ch.29, which begins:"Now these are the words of the letter that Jeremiah the prophet sent from Jerusalem."
The Book of Lamentations is about the destruction of Jerusalem. It follows the Book of Jeremiah who is said to be the author who wrote it.
Jeremiah is traditionally credited with writing the Book of Jeremiah and the Book of Lamentations in the Old Testament of the Bible. In these books, he prophesies about the fall of Jerusalem and the exile of the Israelites due to their disobedience to God.
This is the book of Lamentations.
It might be Jeremiah.

Lamentations is a book in the Old Testament written (most believe) by Jeremiah the prophet. Its main theme is the sadness (lamenting) of Jeremiah over the destruction of Jerusalem in 586 BC by the Babylonian king Nebuchadnezzar.
Another answer from our community:The dates of the events in the book of Jeremiah is from the Judean king Josiah's 13th year (or 627BC) in Jeremiah 1:2 to beyond the fall of Jerusalem ( or 586BC) in Jeremiah 39, 40, and 52. As Jewish tradition is that Jeremiah was taken captive by the Babylonians when they invaded Egypt (he went to Egypt - see Jer 43, 44) in 568/67 BC, it could not have been actually written much later than that.
The Second Book of Jeremiah?
Although he went down to Egypt later, most of Jeremiah's work was in and around Jerusalem.
