Matthew 19:23, 24 - Then Jesus said to His disciples, "Assuredly, I say to you that it is hard for a rich man to enter the kingdom of heaven. And again I say to you, it is easier for a camel to go through the eye of a needle than for a rich man to enter the kingdom of God." [NKJV]
A camel could pass through the eye of a needle as easy as a rich man could enter heaven.
Jesus said this to mean that unless you are willing to give up everything and follow him you are not getting to heaven. A rich man is too in love with his posessions and therefore not willing to give up his posessions and take up Jesus' cross
That is is easier for a camel to pass though the eye of a needle than for a rich man to get into the kingdom of heaven.

That is hotly debated topic. It is related to the doctrine of predestination, and would advocate the double-predestination position which says that God chose some folks to be saved and chose others to be condemned. There are passages in the Bible that say some people are lost - for example, the parable that Jesus about the rich man and Lazarus where the rich man ends up in Hell and Lazarus in Heaven. However, the Bible does not explicitly say that some people are created to be lost. It could be, for example, that God created the rich man with a free will and that the rich man chose to ignore Lazarus and focus on himself. He condemned himself by of that sin.
