The reason they were told to wait in Jerusalem was "twofold."

"...behold, I send the promise of My Father upon you: but tarry ye in the city of Jerusalem, until ye be endued with Power from on high." (Luke 24:49)

REASON 1) It was in Jerusalem where they would receive the promise of the "Comforter" [the Holy Spirit - John 14:16-17] on the day of Pentecost.

And it was in Jerusalem, ON THAT DAY and at that time, when their preaching would begin, boldly, and in earnest:

"...that repentance and remission of sins should be preached in His name among all nations, BEGINNING AT JERUSALEM." (Luke 24:47)

REASON 2) The mercy and the forgiveness of God was OFFERED FIRST IN JERUSALEM... to THE VERY ONES WHO MURDERED JESUS!!!

"Therefore let all the House of Israel know assuredly, that God hath made that same Jesus, WHOM YE HAVE CRUCIFIED, both Lord and Christ [Messiah]. Now when they heard this, they were pricked in the heart, and said unto Peter and to the rest of the apostles, Men and brethren, what shall we do?

"Then Peter said unto them, REPENT, and BE BAPTIZED every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Spirit. For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call.

This is most readily apparent in Mark's Gospel, the first New Testament gospel to be written, because Mark has a framework structure that allows us to look at pairs of events - in this case what Jesus told his disciples would happen to him in Jerusalem, and then an account of what did happen. The framework structure is in the form of a parallel structure, a literary sequence in which an opening set of events is contrasted with another, parallel set of events that mirrors the first. Events V and W tell us that the Son of Man must suffer many things and be rejected by the elders, chief priests and scribes (Mark 8:31a), and be killed and after three days rise again (Mark 8:31b). Events V' and W' show the fulfilment of these prophecies.

In Acts 1:4, the risen Jesus told his disciples not to leave Jerusalem until they had received the promise of the Father. Jesus then, forty days after his resurrection, was taken bodily up into heaven. After the disciples returned to Jerusalem, they received the Holy Spirit as tongues of fire. However, in each of the gospel accounts Jesus provided quite different instructions, which the disciples followed closely in each case, giving cause to question whether Acts of the Apostles is entirely accurate in its account:

  • In Luke's Gospel, by the same author as Acts of the Apostles, although written somewhat earlier, Jesus was taken bodily up to heaven on the evening of the very day of his resurrection, precluding the later account of Jesus giving instructions to the disciples after forty days on earth.

  • In Matthew's Gospel, on the other hand, the disciples were told to go to far-away Galilee, where they met Jesus in a mountain. Jesus told the disciples to disperse and teach the gospel, and that he would be with them always.

  • In Mark's Gospel, Jesus met the eleven at a meal and instructed them to go into all the world and preach.

  • In John's Gospel, the disciples received the Holy Spirit from Jesus as they sat in an upper room on the evening of his resurrection. He later found them fishing at the Sea of Galilee.
