He redesigned a lot of London.
The Public Works Administration was the New Deal program that employed people to build roads, public housing, and sewers.
Except the LORD build the house, they labour in vain that build it: except the LORD keep the city, the watchman waketh but in vain.
excavations have revealed sewage systems in the Indus Vally over 2,600 years ago. Joseph Bazalgette was given the go to build and design the sewer system for london
Raccoons do not build a home, they take advantage of existing shelters such as abandoned animal burrows, hollow trees, rock crevices, storm sewers, culverts, abandoned buildings, attics, etc.
You were either rich as ever or poor as ever, no middle class. A family of 7 will have to share a house with a family of 8. Water pumps were public and England had a major problem separating waste (poo) Water and clean water, most people died because of cholera, the government didn't care. John snow investigated this theory though most thought the smell caused the decease. Joseph Bazalgette was a keen inventor, he had the ideas of containing this vile waste that was on the streets, he couldn't build these sewers though. Parliament didn't care, until the water spread into the Thames river causing a smell so bad they stopped meeting on Sunday, they finally accepted Bazalgette's idea, years were spent designing the sewers, when they were finally designed military training artillery fire destroyed the half finished project in training, years were wasted. Short answer: poor, near starving conditions, humans were used to mass produce instead, cholera was the devil and many people worried about it, a fair few wanted to do something and a small few did, the issue was only resolved when greedy parliament were effected. The outcome? The world got yet another British invention we couldn't live without today.

The houses were built of mud brick and planned so that running water and sewers served most of the homes. Roads were laid out in a grid pattern.

It is estimated that Roman Sewers were invented between 800 and 735 BC. The open channel Cloaca Maxima is guessed to be built sometime between the sixth and fourth century BC. It was built to drain the low lying land that was in the Forum. From the Cloaca Maxima, a network of sewers was gradually built. Most Roman sewers emptied into the Tiber and were for draining water above and below ground. Waste from people was thrown into the street and most was swept into this network of sewers with aqueduct water. My source is the Wickipedia article called Sanitation in Ancient Rome. You can find out much more there if this didn't fully answer your question.
Like most people, Joseph Smith's weight changed throughout his life. It appears he was of average build, he was not extremely thin or overweight.
