It is an allusion to The Bible (if you're reading Patrick Henry's speech). Luke 22:47-48. Jesus asked Judas why he was acting like his friend by kissing him, when in reality Jesus knew that he would betray him. Judas later turned Jesus over to his enemies.
Judas was the chosen one because Jesus entrusted his secret with him. Jesus could only trust Judas to ensure that he would be handed over to the romans so complete Jesus's story. Additionally, Judas was the strongest of all the disciples and Jesus knew he could withstand the torment / rage / anger of the other disciples who simply did not understand Jesus true purpose

The bible says that it is better to have NEVER known Him (Jesus) than to have known him and then dis-own him. But that's what Judas did. He had known salvation from hearing and learning first-hand from Jesus and yet chose to give it up for 30 pieces of silver? It was his choice - and a bad one!

Judas was the first of those witnesses, and they paid him thirty pieces of silver to guarantee his appearance at the trial.It is highly probable that, like the other twelve disciples, Judas was convinced that Jesus was Judaism's long-awaited Messiah. And it is very possible that Judas, in his convictions, wanted the religious leaders to see what he had seen, to hear what he had heard, and to come to the same realization that he himself had arrived at: namely, that Jesus was their King.And, in handing Him over to them, and offering his testimony as evidence to the fact, Judas may have thought to put the religious leaders in a position to finally, once and for all, see Jesus for who he genuinely believed He was: the highly anticipated King of the Jews.
