Julius Caesar was a great leader or brutal dictator (you can look at it 2 different ways), he favored the common people and tried to improve their way of life, but was brutal and violent against his enemies. Caesar continually tried to improve the way of life in rome, the economy and political turmoil

A statesman is a political leader who does a benefit for his country by diplomatic means. Julius Caesar was a politician, who used the political system to gain supreme power and then military conquests. He did little or nothing as a statesman. All his favors and clemencies were to enhance himself, not his country. But remember, in Caesar's time, that's how things were done, there was very little diplomatic action in the west.
