Well, the Nobel Prize committee will send out letters to different people (authors, editors, journalist, former prize winners etc...) and ask opinions for good books and their authors. So in Mr. Llosa's case he may have been nominated by Dan Brown, or Anna Wintour (editor-in-chief of Vogue, never know).
The committee will review it and vote for the AUTHOR. They award the author, not the book. Unlike the Pulitzer where the book is the star. But in this case (again) i have done extensive research and I believe that the book that the committee recognized would have been Aunt Julia and the Scriptwriter. However they recognized Mario Vargas Llosa , "for his cartography of structures of power and his trenchant images of the individuals resistance revolt, and defeat".
