The phrasing of the question is biased. 1. Despite his dithering in the first two days of September 1939, he did actually declare war on Germany on 3 September. This turned what would otherwise have been a minor, local war into something much bigger. 2. He resigned quickly in May 1940. 3. He died in November 1940. It was Chamberlain, who as Chancellor of the Exchequer from 1931-37, had taken the unpopular step of raising taxes in order to finance Britain's rearmament. Even Churchill expressed gratitude for this.
