No. I am going to take a guess here using my own travel experience. I would say Moscow has more surveillance. I have been to London and compared to Moscow it is an much more open place. There was a big police presence everywhere and the morning I left police cars were stationed a few hundred feet apart on the freeway. I was never able to connect by Internet because it was blocked. I felt watched in Moscow and never felt that way in London.
