FDR refused to sell Oil to Japan, (after Japan invaded China and killed thousands of Chinese people), and Japan (which imported most of it's oil from other countries), decided to attack the USA at Pearl Harbor and control the Pacific. Japan knocked out most of the American Battleships, but, Japan lost the war to American Aircraft Carriers, Submarines, and USA Army Air Force B-29s dropping 2 Atomic Bombs which resulted in Japan's surrender.
