That was Thomas Jefferson, from 1797 until 1801. Due to a quirk in the way the U.S. Vice President was determined before 1804, when John Adams won the U.S. Presidential Election of 1796, instead of his running mate, Thomas Pinckney of South Carolina, becoming Vice President, his opponent, Thomas Jefferson of Virginia, became Vice President, because Jefferson, not Pinckney, came in second in the presidential election.
Thomas Jefferson came from, Jane Jefferson, his mother's womb. However, he was born and raised on a plantation called Shadwell, which is located in Virginia.
In the election of 1796, Thomas Jefferson represented the Democratic-Republican party against John Adams, who was a Federalist. John Adams won, and since Jefferson came in second, he became the vice president. Having a specific vice presidential candidate did not occur until some years later.
Thomas Jefferson did not write the Sedition Acts... It was Alexander Hamilton and the Federalist Party that came up with the Sedition Acts so that it would hurt Jefferson's Party so he wouldn't become President

George Washington was the first president, therefore no one came before President Washington. If you are speaking of Washington D. C., then it was Thomas Jefferson who was president when Washington D. C. was established as the nation's capital. This was done to satisfy the southerners who wanted the capital to be closer, on the Potomac River. Jefferson was the first to serve in D. C., whereas Washington and Adams served in Philadelphia.
Jefferson came in second in the presidential race of 1796 and in those days, that made him the vice-president.
