General Lee did have a serious concern about Union General Burnside's intentions and the town of Fredericksburg. The town was near the naval supply base of Aquina Creek. Lee was troubled by the thought that the Army of the Potomac being transported to the south side of the James River, or perhaps worse, to North Carolina. With the so-called "fighting season" in Virginia moving into Winter, a creative and bold Burnside had the possibility of out foxing even the wise general Lee. Burnside, however, was not creative. Lee believed that with proper planning, Burnside could control 150,000 troops. On top of that threat, there were second line unseasoned troops in defense of Washington DC numbering perhaps 100,000. Burnside had, however, no intentions, other than keeping Lee at bay, perhaps even defeating the Army of Northern Virginia and then taking control of Richmond.
By August 24, 1862, John Pope's army was being reinforced from three sources. Elements of the IX Corps had been marching cross country from Fredericksburg. McClellan's III Corps under General Heintzelman were transported by train from Alexandria, and General Porter's V Corps marched i from Aquina Creek. This brought Union forces to 65,000 troops while Lee had command of 55,000.All this was well and good from the Union's perspective, however, the risk laid upon Pope already had been made clear. On August 17, General Longstreet had already made the first offensive move by attempting to outflank Pope's smaller army on that date. This forced Pope to retreat behind the Rapiadan River, a better defensive position and one that enabled him to better receive his reinforcements. The question then is this: Why was not the superior defensive position taken earlier? This would have accomplished all it did but prior to that Pope was exposed.
