He was a tax collector.
" Now a man named Zac·chaeʹus was there; he was a chief tax collector, and he was rich. Well, he was trying to see who this Jesus was, but he could not see because of the crowd, since he was short."
-Luke 19:10
Zaccheus was a tax collector, and much hated by the Jews. He was desperate to catch sight of Jesus, so climbed a sycamore tree to view him among the crowd. His life was changed when Jesus stopped at the tree, called him down and informed Zaccheus that He would be eating at his house that night. After this encounter, Zacchaeus told Jesus he would give half of his possessions to the poor, and would pay back anyone he had cheated with four times the amount.
Before he got leprosy, he was chief of the publicans (Luke 19:2). A publican was a public contractor and tax collector.
He was the chief tax collector and very rich (see Luke 19:1-10).

Luke 19:3. It doesn't actually "talk about" him being short, it just says that he was.
Matthew Henry says: "Those who sincerely desire a sight of Christ, like Zaccheus, will break through opposition, and take pains to see him. Christ invited himself to Zaccheus' house. Wherever Christ comes he opens the heart, and inclines it to receive him. He that has a mind to know Christ, shall be known of him. Those whom Christ calls, must humble themselves, and come down. We may well receive him joyfully, who briings all good with him. Zaccheus gave proofs publicly that he was become a true convert. He does not look to be justified by his works, as the Pharisee; but by his good works he will, through the grace of God, show the sincerity of his faith and repentance. Zaccheus is declared to be a happy man, now he is turned from sin to God. Now that he is saved from his sins, from the guilt of them, from the power of them, all the benefits of salvation are his. Christ is come to his house, and where Christ comes he brings salvation with him. He came into this lost world to seek and to save it. His design was to save, when there was no salvation in any other. He seeks those that sought him not, and asked not for him." Zacchaeus was a tax collector in Jericho who climbed a sycamore tree to get a better view of Jesus passing by. Jesus noticed him and invited himself to Zacchaeus' house for a meal. This encounter led to Zacchaeus repenting for his past unjust actions and committing to make restitution.
