Just as in the modern use of the word, a boatman is someone skilled in the handling of small watercraft (as opposed to a sailor, who is someone who crews a large sailing ship). Boats would have been used as ferries at river crossing, for fishing, and to transport goods and people on Europe's rivers and coastal waters.
