The French and Britain(David Lloyd George, and Georges Clemenceau) was probably the biggest enemy to the Germans. In their Treaty of Versailles, they stated that the War Guilt Clause(Article 231) was unfair. The Article said that the Germans were responsible for the start of the war (and Austria but was more directed to the Germans). The treaty ordered the Germans to pay for reparation for Allied governments for all the damage made. They also lowered Germany's military, air force, and naval ships. They done several other parts, but the main country that was stupid enough to do this(and made this the greatest 'reason' for WW2).
