Asked for volunteers for the army, navy, air force, and marines.
The question is in the World War 1 category; I'm not positive whether that's the war you're referring to or not. However, in general, most nations no longer maintain a large standing military force due to the expense, so during a war, a lot of workers have to temporarily become soldiers. This means that there are fewer people to do ordinary work, and thus generates a shortage of labor. This was particularly important in 20th century wars when a lot of military equipment was large and highly mechanized... it takes a lot of labor to make, say, a tank or an airplane.
The army needed to train a large force quickly.
Yes. The south had a long history of military tradition, and the split left the confederacy with a large array of talented officers. Generals such as Robert E. Lee and Stonewall Jackson were among them.

Impulse is the force applied on an object multiplied by the time during which the force is applied. To illustrate the difference, a large force applied during a short time may have a lower impulse than a smaller force applied for longer.

This picture is a Japanese Navy Shinmaywa US-2. This is a large patrol and rescue seaplane still in use in the Japanese Navy. I believe they may be the only military force still using large seaplanes.
The Canadain Forces consists of 75 000 active force personel, and 35 000 reserve force personel. This brings the total to 110 000 military personel. Edit: i dont know how old this answer is, but the army is now 115,000.
