Why did the US Military need five star rank during World War 2 and why was the President's Chief of Staff the first to be promoted to that rank?
During WW II, the Chief of Staff of the US Armay was George Marshall. He was actually senior to most, if not all other General Officers serving at that time, and so since he was also "in charge" and at the Center of Command in Washington DC, he was given superiority over all other General Officers as Chairman of the Joint Chiefs of Staff, to the President. SOMEONE hadda be in charge! As for the 5-stars? Well, many other nations fought right alongside us as allies, and they had "Field Marshals". That was a General Officer rank above 4 stars, even by those other armed forces rank systems. So, we came up with "5 Star General/Admiral" so we would be on an even footing. Field Marshal Montgomery of England was not the "Theatre Commander" in Europe; General Eisenhower was, but Montgomery technically out-ranked Ike. We had to move to correct this very real problem of subordinate ranks in command over higher ranking officers, and Theatre Commanders such as Ike and MacArthur had to be seen and perceived as truly being "in command" by right of rank as well as by virtue of commanding the largest forces in those Theatres of Operations (Europe and The Pacific). Likewise, Admirals Nimitz and Halsey and King and Leahy had to be seen as the "Supreme Naval Commanders" of their respective forces.
