It is pronounced as "Lao-tzuh." The "Lao" is pronounced as "lau" with a falling tone, and the "Tze" is pronounced as "tzuh" with a rising tone.
Lao-Tze

While I was not there, I would say, after having read The Tao Te Ching, that he most certainly did meditate. One does not become capable of saying the things he did without a deep understanding of one's inner being. But the more important question is, do *you* meditate? The whole essence of Lao Tze's teaching is that you can become as aware, as enlightened, as he did.
