He (Seneca Crane) is the head game maker (guy in control of the games, like shooting the fireballs draing the stream ect. he's the one who let Katniss and Peeta live after their little stunt with the nighlock berries

It was never mentioned who the first ever head gamemaker was, but for the 72nd, 73rd and 74th the head gamemaker was Seneca Crane. For the 75th games Plutarch Heavensbee is the head gamemaker.

Haymitch trains Katniss and Peeta in the first book because he is the only living past winner from District 12. All trainers must be winners from their district, but since there's only one, Katniss and Peeta have to share one.
well the first game maker who is killed is named Seneca crane and i dont think he is ever really looked upon. the second, Plutarch heavensbee is kinda fat, and i think bald. he falls into the punch bowl in the first book when katniss shoots the arrow at the pig.
Even though many would think in the first book that it's definitely Seneca Crane, the head Gamemaker of the 74th hunger games, I believe that throughout the first two books it is President Snow, and in the finale book a mixture of Snow and Coin. But to focus on the first book, what Seneca did was honorable even though it did cost him his life (for those of you who don't remember he was the one who let both Peeta and Katniss live). Snow on the other hand saw this as an act of betrayal, that it was a crime and he broke the only rule of the hunger games, only one tribute must live. He then thought that his crime was so big that he must be euthanized for that reason.
At the end of The Hunger Games (the games and the book), Seneca Crane announces that upon further examination of the official rules, there may only be one victor. Up until this point, Katniss and Peeta have been working as a team believing that they will be allowed to both go home if they are the remaining tributes.

In the 74th Hunger Games, Primrose Everdeen is first chosen for District 12. We do not know who was the first tribute ever reaped for the 1st Hunger Games was.
