Why did Norman soldiers wear cloth vests under their chain mail?
Because the chain mail is metal, it conducts the heat away from the skin leaving you feeling cold so the vests were there to keep them warm. Also, if you were to take a hard hit onto chain mail on bare skin, the rings would cut into the skin. Sure, not as bad as if the soldier hadn't had the mail, but still an injury. So, padding was needed.

Also, the jerkin prevented the ringlets of chain mail to get forced into a wound if it was sustained in battle and offered extra protection under the chain mail.

Try wearing chain mail down to your knees and then mount a horse! Skirts don't sit well on a horse rider, that's why women traditionally rode sidesaddle. If you go to battle on horseback, better to wear a short chain mail vest with chain mail shorts.
