Western Europe is one of the most technologically advanced areas in the world, right next to the US and Japan. Russia is not as technologically advanced. Most of this is due to the Industrial Revolution. This spread from Europe to the US and Canada, but did not reach Eastern Europe. So Eastern Europe sort of has a delayed reaction to industrialization.

Russia began as a monarchy and had been that way until the communist revolution. Serfdom in Russia was ingrained in the society for thousands of years. The United States began as a colony of the British, did not have serfs, and was allowed rights and freedoms of British citizens. Never has there been a dictator in the United States like Russia has had since 1912.
It never was part of the US. Russia is a separate country in Europe and Asia, USA is in North America.
