they mostly lied about the whole jenna thing. it wasnt really lying it was just not confessing. The "liars" threw a type of firework into toby's house to scare him but his stepsister, jenna, was there and she since became blind. The cops blamed Toby and they didnt confess. Instead they let him face the punishment because they were scared they would get in trouble and their friend who died, alli, forced them not to say a word.
