From what I've studied, we thought they would drop an atomic bomb on us if we did not on them. They tried to make one but we beat them to it.

If what you mean is "What would the USA have done if they didn't drop the bomb?", We would have invaded Japan on a ground force.

When did the US decide they were going to bomb Hiroshima?

They didn't decide they were going to bomb Hiroshima - they decided they were going to use the atomic bomb on Japan. The US gave Japan two separate warnings that they would employ (paraphrase) a "terrible new weapon", if unconditional surrender was not forthcoming. Japan refused, and that was the first atomic bomb drop. Hiroshima was not finalized as a target until the B-29 was in the air for several hours (weather considerations). Genuinely shocked by Hiroshima, Japan nonetheless dug in it's heels, betting the first atomic bomb was a one-shot deal. Nagasaki brought Japan to it's knees.

Would the US have used nuclear bomb on Japan if the population of Japan were Europeans?

We can never know for certain as that is not the case. However had the Nazies been able to continue fighting or had the bombs been ready before the Nazi surrender, I believe there is a good chance the first atomic bomb would have been dropped in Germany instead of Japan. But this is also not the case as they surrendered before the atomic bomb was available. Counterfactual History can be fun to think about, but rapidly disintegrates into uncontrolled and irrational speculation.
