'Declared' that Southern slaves were free - just when Lincoln had no powers over the South.

The most urgent reason for it was to turn the war into a war on slavery, so that the British would not be able to intervene on the other side.

The second reason was to give the war-weary North a more emotive reason for fighting than just protecting the cotton revenues.
