I'm not sure which goal you are refering to. The 15 Amendment prohibits each government in the United States from denying a citizen the right to vote based on that citizen's race colour or previous condition of servitude.

It didn't. The 15th Amendment gave SLAVES (FREEDMAN) the right to vote. Womens rights weren't fufilled until the Reconstruction Era

The fifteenth amendment did legally give the slaves in America protection from the government and made them entitled to citizenship and a right to vote.
