Churchill and Roosevelt announced the policy of unconditional surrender in January 1943. This meant that there would be no conditional surrenders in the future and the governments of conquered territories would have to be completely prostrate and turn themselves over to the Allies. The decision to implement this policy had several effects:
1) It silenced criticism regarding Eisenhower's decision to agree to Darlan's proposal to stop fighting in exchange for political power and addressed public concerns/fears that the Allies might settle for an armistice instead of a complete victory.
2) It undermined "stab in the back theory" (the idea that the German people were betrayed by their politicians); it would be clear who the winners and losers were.
3) It subtly reassured Soviets that the US and Britain were serious about winning the war against the Germans and that we would not drop out of the war and leave the Soviets to fight Hitler on their own.
4) The policy eventually ended up prolonging the war by making it harder for defeated countries to surrender.
The Allied goal in the Pacific was to obtain the unconditional surrender of Japan.
Unconditional surrender is absolute trust. It starts with acceptance of whatever happens in our life. That is the first surrender, surrender to the law of Karma, whatever unfolds is the reaction of our own past actions. We surrender to that without any question, trusting the law. Then comes surrender to what will be, when we hand over our life, our future, unconditionally. That is Divine unconditional surrender. We live without fear, or worry like a feather that surrenders to the air, like a leaf tossed on a river. So we must surrender.
The unconditional surrender of Germany
Early in 1943 the Allies resolved to accept only unconditional surrender and not to negotiate terms. Unconditional surrender means what it says: a country surrenders and allows the victors to do as they please.
