Red Hood.
Au Contraire, previous poster. The "Red Hood" thing was Golden-Age, & everything that happened in Gotham before "Crisis on Infinate Earths" came out was retconned for this universe & took place in another. The current Joker was never Red Hood. In this existance, Jason Todd is the only Red Hood.
The "Jack Napier" name was taken from the mostly non-canon "Legends of the Dark Knight" series. Napier came from reversing Melvin Reipan's name, as well as being a pun on the work Jackanape, ewhich is really no more cornball than Harleen Quinzell for Harley Quinn, & Ed Nigma for the Riddler. (Of course they changed it so that his name was originally Edward Nashton & has it legally changed to Nygma to make it less cheesy). Anyway, "Jack" was also used in Batman Confidential/Lovers & Madmen, but no last name was given.

Because the network does not even want Batman himself appearing on the show. The episodes are set before Clark Kent is officially Superman- so Bruce Wayne is more than likely not even Batman yet. Therefore- there is no reason to have the Joker involved in the stories.
