What did the neutrality acts do!?

The Neutrality Act allowed the supplying of rations and ammunition to belligerents on a "cash and carry" basis. The point was to use cash currency rather than credit to prevent US businesses from investing in the success of any belligerent, since many Americans believed investment in a belligerent would eventually lead to American participation in war. It also required buyers to pick up the "goods" at US ports, to reduce the harm rate of American vessels. Even so, it was advantageous for UK and France since they controlled the sea lanes.
