the Pharaoh set the Israelites free because his first and only son died ( he died in the tenth plague he was very upset.
At first, he made a conscious decision to refuse to permit the freeing of the Israelites. In a few of the later plagues, God Himself hardened Pharaoh's heart, for a reason given in Exodus ch.10.
Based on Exodus 1: 8-11 (The Bible) we can say that since the Israelites started to grow in huge numbers and multiplied extraordinarily in Egypt, filling the entire land, the Pharaoh (King of Egypt) decided to oppress them. He feared that the Israelites would take over Egypt.
