King Saul of Ancient Israel was not a prophet and had Samuel on retainer specifically because Samuel was a prophet. Saul was not known for delivering rousing speeches at all.
Saint Paul (formerly known as Saul) was also not a prophet. He received revelation, but he is considered to be an evangelizer as opposed to a prophet because he did not make prophecies but spread the religion of proto-Christianity. He generally preached about Christ's saving power.
