.Catholic AnswerLast Rites was never a term of the Catholic Church. Before the Second Vatican Council, laymen often used the term to refer to Confession, Anointing (Extreme Unction) and Viaticum (Holy Communion given to the dying) as "Last Rites" but it was never a commonly accepted term by the Church, before or since the Second Vatican Council. Those three things now commonly include the Apostolic Blessing, which carries a plenary indulgence.
As of January 2014, Vatican 3 doesn't mean anything.
It means that the Church can use the good things in the world to evangelize it with the truth of the Church.
I am not sure what you mean by your question but Vatican City is in the Eastern Hemisphere.

seperate Values
values mean CASHMONEY $$$$$$$$$$
The Vatican City is actually classed as a separate country, albiet a very small one, but yes it is surrounded by Italy if that is what you mean.
Vatican is an example of such city/state. City of Vatican belongs to the country of Vatican surrounded by country of Italy (if in fact by "state" you mean a Federal entity like a Country)
An arithmetic mean is a measure of central tendency of a set of values computed by dividing the sum of the values by the number of values.
It is the mean absolute deviation.
The arithmetic mean is calculated by adding together the values and dividing by how many values there are. This is distinct from the geometric mean which is calculated as the nth root of the product of the values where n is the number of values multiplied together.
