DIRECT ELECTION OF SENATORS(1913) Passed by Congress May 13,1912.Ratified Alpril 8 ,1913. NOTE: Article 1 Section 3, of the Constitution was modified by the Seventeenth Amendment. CLAUSE 1 The Senate of the United States shall be composed of two Senators from each state, elected by the people thereof, for six years;and each Senator shall have one vote.The electors in each state shall have the qualifications requisite for electors of electors of the most numerous branch of the state legislatures. CLAUSE 2 When vacancies happen in the representation of any state in the Senate,the executive authority of such state shall issue writs of election to fill such vacancies:Provided,that the legislature of any state may empower the executive thereof to make temporary appointments until the people fill the vacancies by election as the legislature may direct. CLAUSE 3 This amendment shall not be so construed as to affect the election or term of any Senator chosen before it becomes valid as part of the Constitution.
The seventeenth amendment changed the way the senators were elected. Initially the senators were elected directly by the people, but after the 17th amendment change, the senators are appointed by the state legislatures.
The 17th Amendment to the Constitution of the United States dealt directly with the US Senate. It set forth the standard of two Senator for each state with a term of six years each and one vote in the house. Most importantly it took the ability to elect these individuals from the state legislature and vested it with the people of the state.
