There were a number of things behind the development of medieval towns.

First, there was an increase in agricultural production, driven by new technologies. These included the horse collar, horse shoes, the heavy plow, the three field system of crop rotation, and the introduction of new crops from the East. The increase in production freed a part of the population to do other things than farming.

Another important force behind the development of towns was an increase in trade. This depended on stable currency, which was introduced by Charlemagne, on the Continent, and King Offa of Mercia, in Britain. Also, it required improvements in transportation, which came from improvements in shipbuilding, better roads, and improved security for travelers.

When medieval towns developed, they usually developed from existing Roman towns e.g. London. People moved to these towns to find employment and also to families grew but did not often move out of one place.

Towns had to be near a river or have an underground source of water, have good roads leading to it to provide food for the center of the town as people living in towns had no land unlike people in the country and they had had to have tradesmen who could build up the infrastructure.

MoreThe thing that made a town different from a village was the fact that a town had a permanent market. Clearly the thing that was necessary for towns to develop was a growth of markets, and this, in turn, required reliable transportation. Stable currency was also important. Both of these depended on social stability, military security, and reasonably good government.
