Japan's military expansionism and quest for national self- sufficiency eventually led the United States in 1940 to embargo war supplies, abrogate a long-standing commercial treaty, and put greater restrictions on the export of critical commodities. These American tactics, rather than forcing Japan to a standstill, made Japan more desperate.
