Charity can roughly be exchanged with the word 'works' in the New Testament. The Bible says that "Faith without Works is dead", meaning that it is meaningless to believe in God but not act on it. Christians are expected to give to the poor, visit the sick, and perform all manner of social services in the name of God; it is impossible to be a Christian without acts of charity, though they need not necessarily involve a recognized charity organization such as Red Cross.
The order was given by our Father "Open thine hand wide" Deuteronomy 15. Each man personally, in benevolence, not the government. The act is counted as the works of an person (revelation 21). The charity must be for the poor/needy however and not some random Non-Profit political organization.

Anyone who wants to donate! Christians are statistically the most generous of givers to charities, and those Christian charities help people in the United States as well as all over the world. Most of the Christian charities give their service not only to Christians, but to members of other religions, since in many religions the thought is that if you are struggling or poor, or diseased, it is your own fault and the people in their own religion won't help them. Christians believe that bad things happen to all of us in this fallen world, and they can show Christ's love for the world by helping those who need it. (Christ said "whatever you have done to the least of these, you have done to Me.") Groups like the Salvation Army, Samaritan's Purse, and many others serve impoverished people throughout the world with donations from Christians and non-Christians alike. So give!
