If you are writing they can eat almost anything! I would assume they would eat fish, shellfish, mollusks, stuff like that. If you want they could eat kelp pond weed, it doesn't really matter, just as long (If you are keeping your dragon in the water) as its food stays with in the life in the water its living in. they could eat mermaids even!
