A withholding order is entered only after notice has been sent to the parties, paternity has been established and a support order has been entered. Therefore, run, don't walk, to an attorney who specializes in family law in the jurisdiction that entered the order.

I think if you can have the courts do a DNA test proving that he is not your son and she knew, you MIGHT be able to get the court to grant you some of that money back, assuming you didnt live as his father in the same home.
