You have to have Episodes From Liberty City disk, featuring the Lost & Damned, and Ballad of Gay Tony. If you put in the Episodes From Liberty City disk, you will be prompted to choose which of the two games you want. Once you have done this, the loading will start for whichever one you have gone for. If you put in the Episodes From Liberty City disk, the game of grand theft auto IV is not on there.

Just buy the GTA IV games disk for PS3, Xbox360 or PC.
You can install it right into one of your Hard Disk Drive. (Assuming there has been set more than one Disk's) I suggest creating a folder, and installing it there.
If you use a PS3 or xBox360, change the option to 'non-auto play' option, so that when you insert the disk, it doesn't play automatically. Then, when you change the setting, insert the disk, go to where it says "Play game" and select it. If you have the PC disk version, just select the icon. If you have the download, select the icon that says "Grand Theft Auto 4" or "GTA4" and hit play. If it isn't on your desktop, search with browser or search "Grand Theft Auto 4" or "GTA4".
Looking at this logically: if other games are playing OK on your PS2s, then it sounds as if the GTA disks could be faulty. I have had this happen with GTA San Andreas and GTA IV disks, and have had to go back to the game shop and change them, after which, everything was fine. You could further test this theory by borrowing a GTA disk from a friend perhaps, and trying it on your PS2s.
