It's a Part of the Wii that always stays on unless it has no power or is in RED mode. It basically just receives feed from the internet like Wiimails, Mariokart tournaments, update checks, shop channel updates, etc.
Wii connect 24 is a service that makes your wii look for updates and other internet information such as news channel updates or messages sent by friends. To activate this option, you must enter on wi menu, then wii settings and WiiConnect24 (you have to setup your internet connection first). You may also turn it off on the same option. You will notice that your WiiConnect24 is working because the wii LED changes to yellow when is turned off, you can turn off temporally your wiiconnect24 by pressing and hold the power button until it turns red. Wii connect24 will activate again when you turn on your wii. When this option is active, the wii heats because is still working but the internal cooling system is not, and the life of your wii may reduce, so I suggest you to turn it off, anyway, when you're playing, the wii automatically looks for updates, so it is not really necessary.

It would appear as though Nintendo has stopped actively developing updates for the Wii. The last system update (4.3) was released in September 2010, over 18 months ago as of this writing. The previous system update (4.2) was released in September 2009, and prior to that regular updates every few months were being released. A majority of these updates were simply a cat and mouse game between Homebrew developers and Nintendo attempting to seal the exploits. Most of the updates provided no new functionality, but deleted the Homebrew Channel and patched flaws that were used to soft mod the Wii. However, none of these patches successfully prevented Homebrew developers from soft modding the Wii, and were quickly circumvented to allow Homebrew software once again. This leads me to speculate that Nintendo has finally given up trying to block Homebrew on the Wii and is instead focused its resources on it's new Wii U console.
To get wifi on brawl and any game you must enter your internet settings into your wii by going into the wii settings and going into internet put in your home internet settings wait until the wii updates your settings now your able to go to the wifi mode on brawl.
