Sully's key is inside the Robot Crab at the Living Quarters. But the Living Quarters key is far across the bridge in the Greenhouse (Production zone). Getting to it is more than half the quest. You can't reach it from below. You will need the key to the Living Quarters, which is in the Production Zone at the far right of the island.
